Land supply argument

Consultation Statement Page 483 said “Suffolk Constabulary request that a more realistic housing delivery is applied to the housing trajectory. Also requested that the Suffolk Constabulary Headquarters is identified as residential opportunity to maintain a deliverable housing land supply.”

On CS page 744 it says “Suffolk Constabulary object on the basis that it may take a number of years to deliver the Brightwell Lakes development, and suitable previously developed sites within Martlesham Heath are available and could be delivered in the interim period. The assumptions about delivery rates for Brightwell Lakes are not realistic, considering paragraph 72 of the NPPF which expects realistic delivery rates to be applied”.

What is the evidence for the statement that the delivery rates for Brightwell Lakes are not realistic? If this this admitted to be so by the LPA, then this brings into doubt their own land supply figures.

The Police HQ site is not unencumbered, issues would include: -

  • relocation of the HQ
  • demolition of the offices which contain asbestos
  • negotiation to buy out of terms of the covenant with the original seller of the land not develop buildings on the western half of the site.

Conversely plans for development of the Brightwell Lakes are well advanced and work is expected to get underway in the early part of this year.

Our preference is for withdrawal of the policy. At a minimum Martlesham Parish Council would like to be involved in redrafting this policy.
