I am writing as a resident of Kirton in relation to the Final Draft of the SCDC Local Plan to express my concerns that this document prepared by the council is not sound and is proposing the incorporation of allocations for housing and employment land on the Felixstowe peninsula that have not been justified.

I drive each weekday from Kirton into Essex for work along the A14 and across the Orwell Bridge. At the times I travel the road is always busy. Any further development on the peninsula will lead to a potential increase in road traffic on this main route between Ipswich and Felixstowe. In proposing Innocence Farm for employment land development for port related business in the SCDC plan little consideration has been given to traffic management plans for potential container movements. Current A14 access to the site is a small junction from the Ipswich direction. Few local people use this junction to access the A14 towards Felixstowe as there is little distance in which to join fast moving traffic. Such a junction is totally unsuitable for large container movements.

The location of this proposed employment land is on Grade 2 agricultural land and is in close proximity to both the school and local village housing. I am concerned about the particulate pollution that would inevitably result from numerous diesel vehicles, in addition to light and noise pollution which will have a detrimental effect on the rural location of the village.

I understand that planning permission for employment land has already been granted in the more immediate vicinity of the port area on brownfield sites, which has not been developed to date, suggesting that there is no real demonstrable need for a large area for Port related development for the Port of Felixstowe. Even if demand for employment land can be established by the Port of Felixstowe, there are already sufficient sites nearer to the Port and in neighbouring council areas to cover the requirement, therefore there is not a need to allocate Innocence Farm as employment land in this plan.
